To minimize the mismatch between power supply and demand, Electricity Act, 2003 provides much needed relief to captive power generation. This will enable in utilizing the unutilized capacity of captive power plants (CPPs) spread across the country. The act provides freedom for setting up a power plant by any person to generate electricity primarily for their own use and also allows a power plant set up by any co-operative society or association of persons for generating electricity primarily for use of members of such co-operative society or association. Non-discriminatory open access is available to CPPs in both Central and State Transmission Utilities. However, implementation of Open Access in true spirit remains pending.
